Schools Land $3.2M Circuit Breaker Windfall

North Andover schools get a $3.2 million circuit breaker surprise, and a warning about a state ballot question. Superintendent Pam Lathrop's finance team reported the fiscal 2027 special education reimbursement came in far above the $2.2 million to $2.3 million officials had budgeted, funded at the maximum 75 percent rate. Committee Member Ed Moscovitch urged residents to vote against statewide Proposition 3, warning it would "force the tax rate down" in strong revenue years.
Members also pressed for an earlier, "bottoms-up" fiscal 2028 budget built from unmet needs, including a shortage of certified special education teachers, and got word the Kittredge School rebuild is running $190,000 under budget as its detailed design enters state review. No formal votes were taken on substantive business; the district improvement plan received only a first reading.
