North Andover Conservation Commission Approves Four Wetlands Permits, Advances Commercial Plaza Work

NORTH ANDOVER — March 11, 2026 — North Andover Conservation Commission unanimously cleared four wetlands actions and continued three cases at its March 11 meeting. The board issued a certificate of compliance for 186 Bradford Street and approved a small project permit for barn foundation repairs at 355 Great Pond Road, both on voice votes. A modification to the Market Basket plaza redevelopment at 2350 Winthrop Avenue was approved without discussion to accommodate incoming tenants HomeGoods and Marshalls following Cole's departure. A National Grid modification at 1101 Turnpike Street — covering more than 1,000 linear feet of underground electrical conduit and 24 EV chargers — was approved as amended, contingent on submission of a written alternatives analysis within two to three weeks after a commissioner pressed that "any project looking for a waiver needs an alternative analysis attached to the filing." An order of conditions was approved for a new Title V septic system at 483 Academy Road after the hearing closed. Two accessory dwelling unit cases — at 200 Bridal Path and a Berkeley Road property — were continued to April pending DEP file numbers and ZBA hearings, with the commission requesting a mitigation planting proposal for the Bridal Path project's incursion into the 25-foot no-disturb zone.
