North Andover Conservation Commission votes to form a subcommittee on bonding town construction projects. Conservation Agent Amy told members the treasurer's office holds "millions, literally millions of dollars" in unreturned bond money, including roughly $50,000 tied to two long-abandoned Salem Street subdivision projects. The board approved a $5,000 stabilization bond for a Department of Public Works tank-removal project at 384 Osgood Street after members split over cash versus surety bonds, following a 3-2 vote on a similar project two weeks earlier.
A member identified as John dissented on a separate certificate of compliance for 325 Johnson Street, saying, "It's just a bad precedent to set" to approve paperwork before erosion controls are removed; the motion drew only two ayes and was continued to November 18. A second certificate, for 303 Chestnut Street, was continued to September 23 pending a corrected as-built plan. The commission also approved a farmer's porch project at 344 Raleigh Tavern Lane and an order of conditions for a Great Pond Road country club project, both unanimously.
