Panel backs fee hike, fence rule change in regs draft

North Andover Conservation Commission edits wetland rules, splits on fences near wetlands. Working from a staff red-line document, the commission tentatively agreed to raise its small-project permit fee from $25 to $50 and to drop fences from the definition of a regulated "structure," easing setback rules commission members said are "constantly" waived anyway. Resident Melinda Perrone pushed back, warning that fences built closer to wetlands make it easier to conceal dumped yard waste, telling the board "why change what you have if it's as far from the wetlands as possible." One member countered that giving homeowners more usable yard makes them "more likely to not violate" protected buffer zones.
No formal vote was taken on the substantive changes; the commission voted unanimously to continue its review to September 23 and voted unanimously to adjourn.
