NORTH ANDOVER — The North Andover Select Board unanimously approved a one-day liquor and entertainment license for Warden Marine LLC's September 9 celebration at its newly restored cow barn on Academy Road. Licensing Chair Brian E. Roache presided as the board voted 4-0 to grant the license, with Chair Laura M.
Bates, Vice Chair Janice Phillips and Clerk Dave Kres all voting yes. The board also approved, 4-0, a one-day entertainment license and a $100 fee waiver for a recurring church festival on September 13, continuing what Roache called a years-long informal practice. Roache said he "would be in favor of us kind of ending the practice of waiving fees outside of extenuating circumstances," prompting discussion of whether other nonprofits like Stevens-Coolidge Place could seek similar treatment.
No formal policy change was adopted, and staff agreed to research how other communities handle fee-waiver requests.
