North Andover Planning Board Approves Town's First ADU Permit Under New Bylaw

NORTH ANDOVER — February 3, 2026 — North Andover Planning Board issues its first accessory dwelling unit permit under the town's new ADU bylaw. The board, with Chair Kate Kelly and member John Simons the only members present, approved a limited site plan review permit for Wilson and McGlory Rodriguez to build a detached 800-square-foot ADU at 1929 Salem Street — occupying the footprint of a pool house destroyed by fire in 2023 — above a ground-floor garage on a lot with a 2,330-square-foot principal dwelling in the R2 Zoning District. Planning Director Jean Enright, who drafted the first-of-its-kind decision, recommended against a performance bond given Dover Amendment constraints, instead conditioning the required as-built plan submission on the certificate of occupancy process. The board also unanimously found proposed modifications to National Grid's Turnpike Street facility — including a slightly elevated parking lot to reduce ledge excavation and additional employee EV charging stations — to be an insubstantial change to the site's September 2024 land disturbance permit, allowing construction to proceed without a new public hearing.
