North Andover's Planning Board lost quorum after only three of its six members showed up, postponing three public hearings to October 20. Vice Chair John Simons and members Denevan O'Connell and Peter Boynton were the only ones present; Chair Sean Kevlahan, Kate Kelly and Bral Spight did not attend. Director of Planning Jean Enright said cases for an accessory dwelling unit at 291 Massachusetts Avenue, a site plan review at 0 Bury Street and a new hearing for 61 Country Club Circle would all be continued.
The board still approved a lot-line adjustment for 169 Chestnut Street and accepted its September 22 minutes. Members also reviewed, without voting, a sweeping rewrite of the zoning bylaw's clean-energy provisions covering solar, wind and battery storage, walked through by consultant Samantha, who said "we'll go straight to redline edits."
