NORTH ANDOVER — June 25, 2026 — North Andover Board of Health unanimously appoints new health agent amid open regulatory items. The board voted June 25 to seat Francis Daigle — formerly health director in Littleton, Massachusetts — as the town's health agent and as its voting representative to the Middlesex-Essex Public Health Collaborative Advisory Board, which received renewed state grant funding for the fiscal year beginning July 2026. The board also flagged two unresolved regulatory gaps: a tobacco regulation update targeting suspension durations in Section 17 that has not yet gone to a formal public hearing, with a timeline of September review and an October hearing; and the absence of any town bylaw requiring closed trash containers, linked by staff to a "big uptick" in rodent and housing complaints this year, including incidents at Royal Crest Estates where one building remains closed following a fire. Staff said the town currently has nothing "on the books regulating trash" and identified Town Meeting — likely spring 2027 — as the target for a new bylaw developed collaboratively with the Town Manager's office and the public health department.
